HUBZONE INDEFINITE DELIVERY INDEFINITE QUANTITY CONTRACTS (IDIQ)


DESCRIPTION OF SUPPLIES AND SERVICES:
The purpose of this Indefinite Delivery Indefinite Quantity (IDIQ) Contract is to facilitate and streamline the procedures for obtaining equipment, materials, and supplies by purchase or lease when approved by the Contractor. G&C Equipment shall provide the equipment, materials, and supplies as set forth and specified in the individual delivery orders. Pricing for each requirement will be accomplished through negotiations prior to issuance of an order. The type of equipment, materials, and supplies covered by this IDIQ Contract includes - but is not limited to forklifts, trucks, backhoes, loaders, cranes, air compressors, generators, tractors, compactors, excavators, scrapers, sweepers, lumber, concrete, steel, hand and power tools, plumbing materials and electrical materials.


FOUR TYPES OF HUBZONE CONTRACTING OPPORTUNITIES
COMPETITIVE: Contracts can be set-aside for HUBZone competition when the contracting officer has a reasonable expectation that at least two qualified HUBZone small business concerns (SBCs) will submit offers and that the contract will be awarded at a fair market price.

SOLE-SOURCE: HUBZone contracts can be awarded if the contracting officer determines that only one qualified HUBZone SBC is responsible to perform the contract, two or more qualified HUBZone SBCs are not likely to submit offers and the anticipated award price of the proposed contract, including options, will not exceed:

--- $5 million for a requirement within the North American Industry Classification System (NAICS) code for manufacturing or,

--- $3 million for a requirement within all other NAICS codes.

FULL AND OPEN: Competitive contracts can be awarded with a price evaluation preference. The offer of the HUBZone small business must not be 10 percent higher than the offer of a non-small business.

SUBCONTRACTING: All subcontracting plans for large business Federal contractors must include a HUBZone subcontracting goal.


PRICE EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS (FAR 52.219-4)

DEFINITION
"HUBZone Small Business Concern," as used in the clause, means a small Business concern that appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration.

EVALUATION PREFERENCE
Offers will be evaluated by adding a factor of 10% to the price of all offers - Except:

  • Offers form HUBZone small business concerns that have not waived the evaluation preference.
  • Otherwise successful offers from small business concerns.
  • Otherwise successful offers of eligible products under the Table of Agreements Act when the dollar threshold for application of the Act is exceeded (see 25.402 of the Federal Acquisition Regulation [FAR]).
  • Otherwise successful offers where application of the factor would be inconsistent with a Memorandum of Understanding or other international agreement with a foreign government.

The factor of 10% shall be applied on a line item basis or to any group of items on which award may be made. Other evaluation factors described in the solicitation shall be applied before application of the factor.

A concern that is both HUBZone small business concern and Small Disadvantaged Business concern will receive the benefit of both the HUBZone small business price evaluation preference and the Small Disadvantaged Business price evaluation adjustment (see FAR clause 52.219-23). Each applicable price evaluation preference or adjustment shall be calculated independently against an offeror's base offer. These individual preference amounts shall be added together to arrive at the total evaluation price for that offer.

Contractors will receive 100% Small Business / HUBZone credit for all items procured through G&C Equipment
